The Duchy of Grand Fenwick, the smallest country in the world, is nestled in the French Alps. Being as isolated as it is, its life is a throwback to olden days. It is a happy, peace-loving country. Its economy solely rests on export of its only wine, Pinot Grand Fenwick, to the US. When a California vintner starts producing and selling a knock-off of the Pinot Grand Fenwick at a lower price, the Grand Fenwick economy goes into a crisis situation, the country on the brink of bankruptcy. Three protests to the US go largely unanswered. Grand Fenwick's Prime Minister, Rupert of Mountjoy, believes the solution is to declare war on the US, and promptly lose the war in less than a day with no casualties on either side, after which the US, which it has historically done, will provide vast financial aide to rebuild the country. Grand Fenwick's monarch, the Grand Duchess Gloriana XII, ultimately supports this concept. The plan is to send an official declaration of war to the US, have a small army of approximately twenty sail from Marseilles to New York City, and the army immediately surrendering when they can't enter the US without visas anyway. Although seen as a hapless man, the person to lead the mission is Tully Bascombe, who inherited the roles of Grand Fenwick's head forest ranger, head field marshal and grand constable of the armed forces, which still uses longbows and arrows as their weapon. The Prime Minister and Duchess believe that even Tully cannot screw up losing the war. But things do not go according to plan, due largely to the US official receiving the declaration believing it to be a gag, and events happening in New York City the day the army arrives leading to the army having no one to surrender to. Things take a further turn when Tully believes that they can actually win the war by kidnapping Doctor Alfred Kokintz and his q-bomb - which is exponentially more deadly than the h-bomb - which he is developing for the US. This move by Tully leads to an all-out global crisis. In the process, they need to also kidnap Kokintz's daughter, Helen Kokintz, with who Tully falls in love, but who sees in Tully solely a criminal. Even the greatest diplomatic minds may not be able to figure a way out of this crisis, especially with Tully on the scene.

Colonel Joseph Madden is among the escaping survivors who are ordered by general Douglas McArthur to organize a guerrilla. As he finds many native Filipinos inclined to resist the occupier's vision of returning to the South Asian fold under a paternalistic empire which doesn't hesitate to 'spank the unruly', but is mainly civilian, unprepared, inept in military matters, Madden appeals to the legendary anti-US freedom fighter Andres Bonifácio's homonymous grandson Captain Andrés Bonifácio, who is luckily rescued from a POW dead march, to inspire the resistance -once his own fighting spirit is rekindled- with him in a still very unsure war, retaliated by bloody, ten to one repression. When the Japanese realize the people side against them, they stage fake independence under imperial prince Ito, but are betrayed. While the tide of war turns against Japan all around the Pacific, the bitter fight intensifies further...

Widowed Bertha Jacoby has led a relatively sheltered, monocultural existence in the same predominantly Jewish Brooklyn neighborhood for most of her adult life, and as such has fairly traditional Jewish values. She is taken aback not only when her son-in-law Jerry Black announces that he and Bertha's daughter Alice Black are moving to Tokyo on Jerry's next diplomatic corps assignment, but that they want her to move there with them so that she won't be all alone. Despite her anti-Japanese sentiments - David, her only son, having been killed in WWII in the Pacific Theater - Bertha reluctantly agrees. They will fly from New York to San Francisco, and sail from there. Against the odds, Bertha befriends on board the ship Koichi Asano, a wealthy widowed Japanese businessman with who Jerry and the American contingent will be entering into sensitive negotiations. Jerry and Alice are wary of Bertha and Mr. Asano's friendship, not only because of the cultural differences but because they believe Mr. Asano's sole motive may be to get the upper hand in the negotiations in going through Alice's mother. However, Bertha and Mr. Asano may have a deeper connection than either would have thought and that can overcome each of their deep seated cultural differences.

She is taken aback not only when her son-in-law Jerry Black announces that he and Bertha's daughter Alice Black are moving to Tokyo on Jerry's next diplomatic corps assignment, but that they want her to move there with them so that she won't be all alone. Despite her anti-Japanese sentiments - David, her only son, having been killed in WWII in the Pacific Theater - Bertha reluctantly agrees. They will fly from New York to San Francisco, and sail from there. Against the odds, Bertha befriends on board the ship Koichi Asano, a wealthy widowed Japanese businessman with who Jerry and the American contingent will be entering into sensitive negotiations. Jerry and Alice are wary of Bertha and Mr. Asano's friendship, not only because of the cultural differences but because they believe Mr. Asano's sole motive may be to get the upper hand in the negotiations in going through Alice's mother. However, Bertha and Mr. Asano may have a deeper connection than either would have thought and that can overcome each of their deep seated cultural differences.

As Japan nears defeat at the end of World War II, Emperor Hirohito starts his day in a bunker underneath the Imperial Palace in Tokyo. A servant reads to him a list of activities for the day, including a meeting with his ministers, marine biology research, and writing his son. Hirohito muses about the impact on such schedules when the Americans arrive but is told that as long as there is a solitary Japanese person living, the Americans will not reach The Emperor. Hirohito replies that he at times feels like he himself will be the last Japanese person left alive. The servant reminds him that he is a deity, not a person, but Hirohito points out that he has a body just like any other man. He later reflects on the causes of the war when dictating observations about a hermit crab, and then about the peace to come when composing a letter to his son. Soon enough General Douglas MacArthur's personal car is sent to bring him through the ruins of Tokyo for a meeting with the supreme commander of the victorious occupying forces. Underlying all the conversation that follows is the question of Hirohito's future, either as Emperor or a war criminal. The two very different men strangely bond after sharing dinner and Havana cigars, and Hirohito leaves, renounces his divine nature, and is re-united with his family in the palace to face a new life to help re-build his war-ravaged country as a constitutional monarch.
