Головна ідея фільму будується на припущенні, що для торжества зла вистачає простої бездіяльності добрих людей, тобто байдужості. Головний герой Сміт — звичайна наївна людина, яких тисячі, мільйони. Цинічні політики вибирають його до свого кола задля заміни померлого сенатора. Вони впевнені, що новачком можна буде легко маніпулювати через авторитетного у штаті сенатора Пейна.
