Країна Вогню єдина не піддалася нападу, тому всі підозри падають на неї, інші Країни Шинобі починають готувати план нападу! У Країну Вогню вторгаються Шинобі з різних селищ і кажуть, що якщо це не припиниться вони будуть змушені напасти на Коноху! Глава Країни Вогню Даймьо наказує Тсунаде будь-якими шляхами довести, що Коноха не винна. У випадку, як їй не вдасться довести невинність Конохи, Країна Вогню будить змушена зруйнувати село щоб зберегти мир між Країнами Шинобі!Цей злочинець і головний герой фільму, Хіруко, є втікачем ніндзя (Нукенін), зниклим з Конохи ще за часів Третьої Світової Війни Шинобі. Хірука багато років займався розробкою Техніки Химери, яка дозволяє йому поглинати Чакру і Кекей Генкай інших ніндзя. За сюжетом фільму Хіруко разом зі своєю командою (Ічі, Ні, і Сан) розбивають Табір на Горі Шамі на кордоні Конохи і Івогакуре. За допомогою Гендзюцу він проектує себе в небі П'яти Великих Країн Шинобі оголошуючи, що він отримає Кекей Генкай Країни Вогню і стане безсмертним і непереможним, а потім почне Четверту світову війну Шинобі. Хіруко хоче отримати останній з Кекей Генкай Конохи - Шарінган Какаші!
