Лейтенант поліції Лос-Анджелеса Максвелл Гувер (Нолт), який у 40-х роках разом з трьома своїми колегами (Палмінтері, Медсен та Пенн) бореться з гангстеризмом незаконними методами, починає розслідування жорстокого вбивства. Пошук винуватців приводить його до високопоставлених військових, які керують атомними випробуваннями в пустелі... Добре закручений сюжет у стилі класичних «чорних фільмів» 40-х вдало поєднується у стрічці з мелодраматизмом та й досі актуальною проблематикою. Майже усі ролі в картині виконують відомі актори, серед яких є справжні зірки. Жодну з цих акторських робіт не можна назвати слабкою, але особливо вирізняються Нік Нолт, Чезз Палмінтері та Джон Малкович.

Located inside the nuclear plant, Tromaville Tech is where Prof. Holt has perfected Sub-humanoids.... Living beings without emotions, who have been genetically programmed to perform menial tasks. When school reporter Roger Smith meets a beautiful subhumanoid named Victoria, they fall in love. It's too bad the creatures have a tendency to go into spontaneous meltdown. Roger is now determined to save Victoria from this messy fate, but first he'll have to face the giant mutant squirrel, Tromie, who attacks Tromaville tech in the explosive climax.
