Following riots in Gujarat, Arati experiences guilt when she did not open her door to shelter an injured Muslim woman. Her husband, Sanjay, had looted merchandise from shops, and his brother, Devan, had even sexually molested Muslim women. A young lad, Mohsin, leaves the safety of an army-guarded camp to look for his father. Meanwhile Music maestro, Jahangir Khan, faces isolation. Sameer Shaikh and his Hindu wife, Anuradha, decide to re-locate to Delhi. Muneera suspects her Hindu friend, Jyoti, of setting her house on fire, while biased police officers continue oppressing Muslims and five Muslim men find a gun and attempt to seek vengeance.

One such person is Rajkaran a taxi driver by profession, who has bought a taxi and is still for it in small installments. He, his wife, Kumud, and his son live in small tenement. Electricity and water are not available legally, but can be obtained illegally by paying middlemen, who in turn bribe the police and the Bombay Municipal Corporation (BMC) officials. Rajkaran's dream is to own his taxi, and start his own business - of dyeing clothes.

The aged factory guard, Abu Mian, locks the door behind her, refusing to open it to the soldiers, to the cowardly village men led by the mayor, and to the subedar himself. The town's teacher, who follows Gandhi, and a few women, led by the mayor's wife, protest ineffectually against this village-approved rape. The stage is set for a final confrontation.
