Головним його рішенням є створення електростанцій на торії, великі поклади якого містяться в землі Норвегії, натомість видобуток нафти й газу ця країна має припинити. Однак його рішення змушує високопосадовців ЄС звернутися по допомогу до Росії, щоб вплинути на "неслухняного" союзника.
