While on holiday in Barbados to recover from the lingering effects of a love affair that ended badly, Judith Farrow meets Feodor Sverdlov, a handsome Russian. They find pleasure in each other's company as they visit colorful places on the island, but there are complications to their budding romance after their holiday in the tropical paradise comes to an end. Problems arise due to geopolitical concerns of the Cold War, for Judith is the assistant to an important minister serving in the British Home Office in London, and Feodor is the Soviet air attaché assigned in Paris to Soviet General Golitsyn. British intelligence officer, Jack Loder, suspects the Sverdlov is attempting to recruit Judith to work as a Soviet spy, and this is in fact what Feodor tells his boss that he is attempting to accomplish. Feodor tells Judith that this is a way for him to be able to see her without bringing about suspicion from his people. Due to somewhat similar thinking on the British side, she is encouraged to see him as well. Loder is attempting to discover the identity of an undercover Soviet agent that has been sending confidential reports to Moscow. Soon he also is told to help a Soviet agent who wishes to defect to the West.

WWI. Lili Smith is a beloved British music hall singer, often providing inspiration for the British and French troops and general populace singing rallying patriotic songs. She is also half German - her real last name being Schmidt - and is an undercover German spy, using her feminine wiles to gather information from the high ranking and generally older military officers and diplomats she seduces. Masquerading as her Swiss uncle, Colonel Kurt Von Ruger is not only her German handler but her lover. Kurt's boss, General Kessler, doesn't fully trust Lili as she is still half British. That is why it irks him that Kurt has entrusted Lili with the important mission of finding out more about the Allied air defense plans, the air which is becoming a more important battleground of the war. Of the five men who are most privy to such information, Kurt believes the best target is American pilot, Major William Larrabee as he is young, single and a ladies man. Lili is more than easily able to strike a romantic and sexual relationship with Bill. Lili's mission is threatened when she learns that two French agents believe that Larrabee is passing information to a female German spy. But Lili believes she's also stumbled onto some vital information when she accidentally learns from one of Bill's pilot compatriots, T.C. Carstairs, of a secret mission code named "Crepe Suzette". Crepe Suzette ends up being a game changer for Lili, not only with her position as a spy, but in her relationship with Bill. The outcome of "Suzette" also threatens both Bill and Lili's lives.

In 1922 New York City, Millie Dillmount and Miss Dorothy Brown are just two of the girls living at the Priscilla Hotel for Single Young Ladies run by Mrs. Meers. Orphaned, Miss Dorothy, just recently arrived, is a naive, old-fashioned girl from a seemingly privileged background who has aspirations to be a stage actress. From more modest means, Millie, in New York for three months, used to be old fashioned, but now has a new modern sensibility and look to match, complete with bobbed hair and dresses with hemlines above the knee. Included in this new modern sensibility is Millie's goal of getting a job as a stenographer, with a quick promotion to being her wealthy boss' "Mrs.". Love is not to factor into the equation. She believes she's found the right employer in the form of chisel-jawed Trevor Graydon of the Sincere Trust Insurance Company. Millie's pursuit of Mr. Graydon is despite the fact that Mr. Graydon sees her as one of the boys, he has old fashioned sensibilities, and Millie herself has a mutual attraction to another boy named Jimmy Smith. Although she likes Jimmy, Millie feels that Jimmy, as a paper clip salesman with an overwhelming happy-go-lucky attitude, is not driven enough to be husband material. That doesn't stop Jimmy's pursuit of Millie. In her association with Jimmy, Millie meets flamboyant wealthy Renaissance woman Muzzy Van Hossmere. Jimmy's father once worked as Muzzy's gardener. Originally from humble means much like Millie, Muzzy tries to convince Millie that true love will lead to happiness, as that is what happened when she met the now deceased Mr. Van Hossmere who she had no idea was rich. In other goings-on among this new circle of friends, Miss Dorothy leaves New York without a word to anyone except Mrs. Meers. Thinking this situation rather odd, Millie connects Miss Dorothy's leaving with that of other girls previously living at the Priscilla Hotel. With Mr. Graydon's help, Jimmy and Millie try to find out what happened to Miss Dorothy.
