The big national crime syndicate has moved into town, partnering up with local crime boss Nick Scanlon. There are only two problems: First, Nick is the violent type, preferring to do things the old-fashioned way instead of using the syndicate's more genteel methods. The second problem is McQuigg, the only honest police captain on the force, and his loyal patrolman, Johnson. Together, they take on the violent Nick and try to foil the syndicate's plans to elect Welch, the crooked prosecutor running for a crooked judgeship.

A young man builds a hot rod despite the disapproval of his father, a Juvenile Court judge. Circumstantial evidence points to the innocent teenager when his car is involved in a hit-and-run accident and he must reconcile with his father.

There is a problem with foreign nationals using Cuba as a convenient jumping off point for illegal entry into the United States. So U.S. Immigration Service Agent Peter Karczag (John Hodiak) is sent to Havana posing as a Hungarian frustrated with the legal immigration process and open to an alternative. By this means he uncovers the human smuggling ring run by Palinov (George Macready). He also meets concentration-camp refugee Marianne Lorress (Hedy Lamarr), a Viennese working in a nightclub and one who has paid to be smuggled into the United States. When Karczag falls in love with her, he becomes conflicted, not wanting her to be among those he plans to have captured in his operation. So he tries to persuade her to stay in Cuba instead of being secretly flown to the United States. Will he succeed? What if his cover is blown?

Righteous district attorney Joseph Foster's main goal in life is to rid his city of the gangsters infesting it. In order to be even more efficient in his war against crime he plans to run for governor. One day he meets a strange, shadowy man, Nick Beal, who offers to help him to achieve his end. Beal convinces hesitating Foster by dint of easy money, easy sex with an alluring young woman and the promise of easy success. Joseph Foster soon becomes an influential politician but a corrupt one. A minister of God manages to show him that he has been the plaything of the so-called Nick Beal, who might be "Old Nick" , that is to say Satan himself. Foster then decides to resign and to become an honest man again.
