Дія відбувається в Росії кінця XIX століття, у вигаданій Заволжской губернії. У губернський центр, місто Заволжск, зі столиці приїжджає синодальний інспектор Бубенцов, із завданням провести розслідування на предмет появи в губернії проявів язичництва і припинення таких, зверненням відступників в справжнє православ'я. В ході свого розслідування він виходить на зитяков - місцевий народ, хоч і прийняв християнство, але до сих пір зберігає багато язичницькі вірування і звичаї. Місцеві жителі, в тому числі і верховні влади, губернатор і архієрей-владика, зовсім не йдуть назустріч інспектору в його справі - вони багато років жили пліч-о-пліч з зитякамі, звикли до їх сусідству і не бажають влаштовувати ніяких репресій на релігійному грунті. Однак Бубенцов, будучи в намірі вислужитися перед столичним обер-прокурором, зовсім не збирається відступатися від задуманого.

The later discovery of a long-missing reel complicated earlier readings, showing the manipulations of camera crews in these "everyday" scenes. Well-heeled Jews attending elegant dinners and theatricals (while callously stepping over the dead bodies of compatriots) now appeared as unwilling, but complicit, actors, alternately fearful and in denial of their looming fate.
