Сюжет

У фільмі зображено корумповану адміністрацію міста Апулії під час фашистського режиму 1937 року, після того, як стало відомо про незапланований анонімний візит урядового інспектора з Риму. Інспектор має визначити, чи дотримувалася адміністрація суворих вказівок уряду щодо економічного та соціального планування. Загроза перевірки наводить жах на адміністраторів, які бояться розкриття їхніх злочинів. Найбільше бояться ті, хто винен у збагаченні за рахунок державних коштів та інших зловживаннях. Вони вдаються до жалюгідних обманів, щоб показати, що вони залишилися «чесними адміністраторами» і «добрими фашистами». Тим часом, страховик, який також прибув з Риму, Омеро Баттіфіорі, приїжджає у місто на роботу, і його приймають за інспектора. Його роблять об’єктом усілякої пошани і, постійно вішають йому локшину на вуха. Зрештою приходить справжній інспектор.
