Сміт вирушає у Вашінґтон, сповнений ідеалів і мрій про спільну працю зі своїм ідолом Пейном. Він не розуміє, що від нього очікується роль маріонетки, що має схвалити шахрайську аферу з побудовою дамби, прибуток від якої дістанеться Пейну та його подільникам... Врешті, чи отримає суспільство правдивого охоронця демократичних ідеалів?
