Під навколишнім океаном затонулий острів Міллхаус, де зараз проживають багато морських істот. Тут живе Лопака, молодий полінезійський хлопчик, який володіє загадковою силою спілкуватися з морськими істотами та дихає під водою. Він потрапляє у різні пригоди зі своїми численними морськими друзями, включаючи дотепного та доброзичливого дельфіна, Фліппера.
