Well, he turns out to be a harmless crank. Or is he? Everyone seems suspect, clues are boundless but don't seem to fit into any particular pattern or too many patterns, take your pick. But Chan must solve the mystery before Monogram is depleted of out-of-date film stock. Can he?

The increased police activity trying to find the baby killer is interfering with the mob's criminal activities. He is found and the young girl he grabbed is saved. A mock trial is conducted in the basement of a parking garage in front of mass of gangsters who captured him and citizens demanding blood. The baby criminal is defended by a lawyer provided by the mob boss. As the police show up, the mob boss shoots the lawyer defending the baby killer because he is doing too good of a job defending the baby killer. Both the mob boss and the baby killer are taken into custody by the police for justice. As the movie ends and the guilty are led out of the parking garage, we hear the spooky single tune played on a flute that was single clue leading to the apprehension of the baby killer.

On the highway, Jim, who is actually Irene's lover, tries to kill Walter hitting his head and throwing him in a cliff, and has a fatal accident while escaping driving Walters's car. Walter is considered dead and later his wife is sent to jail accused of plotting his murder. Meanwhile, the wounded Walter sleeps in a moving van and awakes in Larkspur, a small town in Idaho. He is hired as a mechanic in a gas station by the owner, Marsha Peters. For three months, Walter reads the news, expecting revenge with Irene sentenced to death, and he and Marsha fall in love for each other. When Walter discloses the truth to Marsha, she convinces him to return to San Francisco and save his unfaithful wife. The situation changes when Irene accuses him of plotting to kill her lover Jim, and Walter has to prove his innocence.
