Rocky falls through Boris's trap door and ends up in a hot air balloon that takes him over the ocean. When Gidney and Cloyd arrive at Boris's house, Boris and Natasha pretend to throw them a party. Their noise makers are guns that cause a whole in the cieling and Bullwinkle falls through and joins the party. Boris's punch is really poison, and Bullwinkle gave the wrong toast ""here's to crime"". And of course, Boris and Natasha had to drink it. Next thing Rocky flies back to shore, only to be attacked ny the U.S. Air Force until Rocky tells them that he's a U.S. Taxpayer. Rocky, now back with Bullwinkle and the moon men head back to the real laboratory when they end up arrested.
