Led astray by outlaw leader Jess, the "outlaw's daughter" Kate joins Jess' gang and follows in her dad's footsteps. Town marshal Dan tries his best to reform the girl, but this proves difficult inasmuch as Kate holds Dan responsible for her father's death. Only after most of the bad guys have been decimated by Dan does Kate discover the true identity of her dad's murderer. Having fallen in love with Kate, marshal Dan offers to let her escape prosecution, but she's made of sterner stuff than that.

Walter Martin and Eddie Taylor are a couple of theatrical agents, and they receive a visit from Andrew "Cactus" Clayton, who is looking for Effie Canova, who grub-staked him years ago. He longs to share his wealth with her and offers Martin and Taylor a thousand dollars if they'll find her. They learn that Effie is dead, but her daughter is in an orphanage. Unable to finance the trip, they make a deal with "Spider" Mike Lawrence, getting $200 from him to, supposedly, bet on a horse. At the orphanage, they find that Effie's daughter, Judy Canova is far too old to adopt, so they sign her to a contract and promise her a theatrical career. But before that can set out for Nugget City to collect from "Cactus", Mike and his henchman, Louie , catch up with them. It seems that the horse they didn't bet on won paying gigantic odds. Banker William Sharon becomes desperate that his gold and silver shipments from Carson City to Virginia City are the helpless targets of a band of outlaws called "The Champagne Bandits." In true Robin Hood-fashion, after robbing the stage of its bullion, they treat its passengers to a fried chicken picnic replete with champagne. Sharon becomes convinced that the only way to foil the gang is to build a railroad to carry the ore, but that will take an extraordinary engineer in such mountainous territory. Sharon finds his man in brawling adventurer Jeff Kincaid, an experienced hand at difficult jobs and former resident of Carson City who knows the difficult terrain very well. It becomes a reunion of sorts as Kincaid's half brother works for the local newspaper, but they soon become rivals for the affections of Susan Mitchell, the publisher's daughter. Kincaid also has to fight the town's hostility to his boisterous railhands and ongoing efforts by the outlaws to sabotage the project.
