Фільм переносить нас до XVI століття, коли на просторах спустошеної чумою Німеччини залишається тільки одна реальна сила – церква, яка володіє третиною всіх земель і служителі якої або загрузнули в нескінченній розпусті й бенкетах, або покірно змирилися з волею папи римського, котрий потурає всім неподобствам. "Лютер" – це саґа про ченця, котрий оповістив свої "95 тез" біля воріт собору у Віттенберзі й рішуче засудив роздачу індульґенцій, від яких одержувала чималі доходи церковна скарбниця. Ченця, якого оголосили єретиком і богохульником. Ченця, якого звали Мартін Лютер. Пішовши у вигнання, він переклав Святе Письмо німецькою мовою, щоб простий народ зміг отримати прямий доступ до Слова Божого, тоді як послідовники Лютера почали справжню війну проти католицької церкви.
