Група міжнародних терористів захопила устаткування, що забезпечує управління надсекретним військовим супутником. Але воно - всього лише купа металу без головного мікрочіпа. Керівник проекту особисто в супроводі охорони перевозить спецрейсом з Лос-Анджелеса на Гаваї кейс з мікрочіпом. Але підставний пілот змушує літак впасти серед океану, і група терористів в аквалангах заволодіває заповітним кейсом, залишаючи пасажирів які вижили замурованими в підводному капкані. Загону особливого призначення «Морські котики» належить непросте завдання - врятувати людей, похованих у водній могилі, а також знайти і знешкодити терористів, поки вони не встигли використати найпотужнішу зброю в своїх цілях.
