У Лос-Анджелесі лиходії викрадають дочку китайського консула. Консул викликає в Америку свою людину, щоб той взяв участь у розслідуванні. Агенти ФБР звернулися до поліції з проханням виділити їм самого нікчемного співробітника, щоб той взяв китайця на себе й показав йому визначні пам'ятки, а головне, не дозволив втручатися в їхні справи. Їм надається самий балакучий поліцейський Картер. Природно, після ряду розбіжностей і непорозумінь вони об'єднують зусилля й всерйоз беруться за визволення заручниці.
