Вийшовши з в'язниці, гангстер Френк Уайт оголошує, що бере під свій контроль всю торгівлю наркотиками в Нью-Йорку і знищить всих, хто встане на його шляху. Нью-Йорк стає ареною кривавих розбирань за ринок збуту наркотиків вартістю більш ніж в мільярд доларів.Френк і його банда, що складається в основному з чорних, методично знищує босів колумбійських, італійських і китайських угрупувань. В своїй штаб-квартирі в розкішних апартаментах готелю Плаза під захистом двох чарівних толоохоронців Френк проголошує себе королем Нью-Йорка.

Сюжет
Мертвий поліцейський продовжує вбивати в другій частині, віддаючи перевагу своїм колегам. Виявляється, він образився на поліцію, тому що його колись підставили і безневинного посадили у в'язницю, де його убили карні злочинці. А підставив його сам шеф поліції. Ось він і мстить, причому об'єднавшися із справжнім, живим маніяком-вбивцею, що знищує дівчат із стриптиз-шоу.
