І знову він: молодий, сильний, непереможний майстер кунґ-фу, уже з вусами, але ще без знаменитої бороди. Це Чак Норріс. Його знає весь світ, фільми з його участю з задоволенням дивляться люди всіх поколінь, багато хто його наслідує, хоча самі фільми назвати шедеврами дуже важко...Цього разу, герой Чака майор Джон Т. Букер, командир спецпідрозділу ЦРУ "Чорні тигри", повинен розплутати доволі складну справу, події якої почалися після завершення війни у В'єтнамі. Тоді підрозділ "Чорні тигри" під командою Джона Букера, потрапив у засідку під час визволення американських військовополонених. Багато хто тоді загинув, а ті хто вижив почали гинути один за одним вже у штатах, у мирні часи. Джон іде по слідах вбивць, і виявляється, що у справу замішані американські високопосадовці. Люди такого штибу вміють приховувати свої гріхи, у тому числі й ціною людських життів. Та, можете не сумніватись, Джон Т. Букер докопається до істини і виведе злочинців на чисту воду.
