У 1997 році, перед візитом Папи Римського в Ріо де-Жанейро, капітан Насцименто з БОПО (Батальйону особливих поліцейських операцій) отримує завдання усунути небезпеку, ідучу від наркоторговців, що діють в небезпечних нетрях поблизу від резиденції Папи. Капітан Насцименто шукає людину, здатну замінити його, оскільки дружина капітана вагітна і він збирається залишити БОПО і стати наставником новобранців. Тим часом, два друга-ідеаліста Нето і Матіас починають службу у військовій поліції, розраховуючи стати чесними поліцейськими і боротися з криміналом. Проте вони стикаються у військовій поліції з корупцією, недоліком професіоналізму і бюрократичним ідіотизмом. Шляхи капітана Насцименто, Нето і Матіаса тісно переплітаються на протязі декількох місяців. Насцименто вірить, що Нето може замінити його, але імпульсивна натура Нето утрудняє ухвалення рішення. Пізніше кандидатура інтелігентного Матіаса здається коректним вибором, але Матіасу потрібно довести, що у нього є серце...

Lisbela is a young woman who loves going to the movies. Leléu is a con man, going from town to town selling all sort of things and performing as master of ceremonies for some cheesy numbers, such as the woman who gets transformed into a gorilla. He gets involved with Linaura, a sexy and beautiful woman who happens to be the wife of the most frightening hitman of the place. The hitman finds out his wife's affair and goes after Leléu, who has to leave in a hurry. In another town, he meets and falls instantly in love with Lisbela, who is engaged to Douglas, a hillbilly who tries hard to pass for a cosmopolitan Rio de Janeiro dweller.

He and Cledir become lovers, his victim's girlfriend Érica, who's 15, insists that he protect her and moves into his small flat, and job offers come his way from a group of rich men who want to settle scores and get rid of local riff-raff. Where can this business go, and what about the triangle of Cledir, Érica and Máiquel? He just wants to be normal?
