Guner Sernikli is a government official who, with his wife and their wheelchair bound daughter, has been assigned as the head librarian to this isolated province, virtually an exile since there is no library in the village. The family is warmly welcome, but these are the years of political anarchy and leftist/rightist clashes in big cities and the youth of the village inevitably follow the tides. They arrive in Vizontele, just as the situation is becoming really absurd. Guner brings wisdom; his daughter Tuba brings beauty, innocence and love. Some like the Mayor, Nazmi Dogan and crazy Emin appreciate these things but they are in the minority and confusion continues to reign. The story is based on the memories of writer-director Yılmaz Erdoğan of the last summer of his childhood in Hakkâri, Turkey in 1980.

To win his family back, he and his old-fashioned crew decided to make a movie called "Summit - The End Of Evil" which is a fantastic science fiction movie and couldn't be shot since 1977. Having failed incredibly many times in attempts to find a big talent and to be rich, the two producers (played by Haluk Bilginer and Cem Ozer) and their only two contracted singers (played by comedian Ata Demirer and Ragip Savas) struggle to clean their debts and make their dreams come true, no matter what happens. Being in a tight spot, they rely on a gastarbeiter who they hear sing over the phone. They desperately invite him to Turkey. Then, out of the blue, an inspirational lady, Firuze, shows up and supports the gang both morally and financially. With the support they receive from Firuze, the gang start walking, slowly but decisively, towards their aim. Just when they think they really can turn things around, they learn that Firuze is actually a schizophrenic and they did it all by themselves.

Turkey's northwest has suffered a devastating earthquake on August 17th, 1999. The government is in need of lots of money to compensate the cost of recovering from this catastrophe. So they decide to pass a new, temporary law, which suggests that every man of Turkish citizenship over a certain age can now pay some certain amount of money to the government of Turkey, and in return for that, complete his military service in 28 days instead of the regular 18 months. Many people want to take advantage of that, including famous singers and businessmen, and they're all sent to the same army base to carry out their 28-day-long military service. One of them is a young man who has lost his home and his entire family in the earthquake, thus being allowed to join the 28-day crew without paying anything. Obviously, he's much different from anyone else around him, by all means. But he's not the only different one. There are many interesting and almost strange people there, one of whom cannot even speak or understand Turkish. All these young men, most of whom are rich or famous, live the utmost experience of their lives at the army base, involving mostly funny yet sentimental moments. They have all gone there to return home by the end of the month, but things take a different turn at some point. Maybe they should have taken their army duty more seriously after all...
