Останні п'ять років Дієго не було в рідній Каліфорнії. Разом з його кращим другом Бернардо він навчався весь цей час у Королівській академії в Іспанії. І тепер настав час повернутися додому. З листів його сестри він вже знає, що вдома не зовсім все гладко. Новий міський голова творить справжнє беззаконня, грабуючи місцеве населення та присвоює міську скарбницю. На додаток до того, що він обклав надмірнми податками громадян, він також ввів абсолютно незаконні штрафи, яким піддається кожен другий мешканець міста. Місцеве населення налякане і не чине опору тирану. І допомагає йому в цих безчинствах майор Раймонд.Дієго довго думав, що б таке зробити, щоб зупинити нового мера і відновити мир і спокій у рідному місті. Зрозуміло, що тут потрібен особливий підхід, оскільки місцева поліція також на боці мера, і тому її допомоги не доведеться чекати. Здається він придумав, прекрасну ідею...
