Based on a true event, Pardon tells the tragicomic story of three friends who end up in prison when they are mistaken as members of a terrorist organization. Ibrahim's fear of uniforms makes him runaway whenever he sees one. Because of this, police mistakes him with a terrorist and takes him and his friend Muzo into custody. Fooled by the police during the interrogation they name another friend, Aydin, in hope of saving themselves. As they all end up in prison, they remember the families and lovers they left behind.

In the Bosnian town of Tesanj, not long after the Balkan war, land mines claim victims, corruption is rampant, women are trafficked into Serbia, but there's a sort of peace. Guner Sernikli is a government official who, with his wife and their wheelchair bound daughter, has been assigned as the head librarian to this isolated province, virtually an exile since there is no library in the village. They arrive in Vizontele, just as the situation is becoming really absurd. Guner brings wisdom; his daughter Tuba brings beauty, innocence and love. Some like the Mayor, Nazmi Dogan and crazy Emin appreciate these things but they are in the minority and confusion continues to reign. The story is based on the memories of writer-director Yılmaz Erdoğan of the last summer of his childhood in Hakkâri, Turkey in 1980.

Turkey's northwest has suffered a devastating earthquake on August 17th, 1999. The government is in need of lots of money to compensate the cost of recovering from this catastrophe. So they decide to pass a new, temporary law, which suggests that every man of Turkish citizenship over a certain age can now pay some certain amount of money to the government of Turkey, and in return for that, complete his military service in 28 days instead of the regular 18 months. Many people want to take advantage of that, including famous singers and businessmen, and they're all sent to the same army base to carry out their 28-day-long military service. One of them is a young man who has lost his home and his entire family in the earthquake, thus being allowed to join the 28-day crew without paying anything. Obviously, he's much different from anyone else around him, by all means. But he's not the only different one. There are many interesting and almost strange people there, one of whom cannot even speak or understand Turkish. All these young men, most of whom are rich or famous, live the utmost experience of their lives at the army base, involving mostly funny yet sentimental moments. They have all gone there to return home by the end of the month, but things take a different turn at some point. Maybe they should have taken their army duty more seriously after all...

Having failed incredibly many times in attempts to find a big talent and to be rich, the two producers (played by Haluk Bilginer and Cem Ozer) and their only two contracted singers (played by comedian Ata Demirer and Ragip Savas) struggle to clean their debts and make their dreams come true, no matter what happens. Their legend and the truth about their tragic deaths are twisted and distorted, although their stingy humor still lingers on. After the the leader of the growing tribe of Ottomans, Orhan Gazi, notices the talents of two construction workers, famous among their friends with their clever and unending jokes, he rewarded them. But they were executed when he learns that they were keeping their co-workers laughing at their jokes during work hours, and causing a delay in the construction of the mosque to be named after Orhan Bey.
