Сюжет фільму розгортається у комуністичній Східній Німеччині 1984 року. Лишається 5 років до падіння Берлінського муру. Творчі люди (і не тільки вони) перебувають під пильним оком держструктур. Здавалось би цілком лояльного до влади драматурга один впливовий чиновник раптом починає у чомусь підозрювати – як результат, розпочинається тотальне стеження за ним та його подругою-акторкою. Завдання з пошуку компромату лягає на плечі капітана таємної служби «Штазі», який береться за це завдання ще й мріючи піднятися службовою драбиною. Таким чином він занурюється у досі незнане йому життя інших, наповнене коханням, творчістю, свободою думки і слова…
