Ґінтас — начальник поліції, який збирається на пенсію в ідилічному провінційному містечку. Його люблять люди, поважають друзі, цінують підлеглі. Він також є членом згуртованої групи місцевої політичної еліти, яка керувала містом багато років. Жахлива смерть окружного прокурора (і найкращого друга Ґінтаса) настає в той момент, коли Ґінтас оголошує свою кандидатуру на посаду мера міста. Ніякої нечесної гри немає, і Ґінтас впевнений, що він єдиний, хто точно знає, чому його друг покінчив життя самогубством. Ґінтас шокований, і хоче якнайшвидше розкрити брудні таємниці свого колишнього друга. Але потім Генпрокуратура присилає спеціального слідчого. Молодий і амбітний спецрозслідувач Сімонас - пряма протилежність Ґінтаса. Там, де Ґінтас покладається на своє чуття, Сімонас дотримується протоколу.
