Ashfaque (Ajay Devgan) is a small town boy aspiring to be a film star in the Hindi film industry. Ashfaque struggles to give a creative vent to the actor in him in order to realize his dreams. Ashfaque's determined struggle pays off and he gets a break in films. He gets a new screen name - Sameer Khan. With the passage of time, the roles start becoming better and he moves up the success ladder in a very short time. Soon, he becomes Sameer Khan the superstar - one who can enact any role with finesse, get under the skin of any and every character with ease and walk away with audience applause. Sadly, amidst all adulation and applause, he slowly loses his own identity. He forgets his real self and imbibes all characteristics of the various roles essayed by him on screen. Corruption takes over his entire system, alienating him from all loved ones, including his wife Sneha (Vidya Balan). Ajay grows up, studies, and successfully becomes an IPS officer with the title of SSP. Due to his honesty, he gets transferred to various states in India. At this new posting in Uttar Pradesh he comes to terms with criminal don and ruthless killer Gajraj Singh. Ajay would like a set up a Special Task Force to deal with Gajraj, however, he does run into problems as Gajraj is politically well-connected. Then a child, who is a close friend of the state Chief Minister's, is kidnapped by Gajraj, and this paves the way for formation of the STF, consisting of about 8 honest and dedicated men, and this does results in the rescue of the child. Gajraj continues to elude the STF, using more modern technology such as the use of cell phones. But the STF bounces back and is able to monitor Gajraj's cell phones - only to find out that Gajraj is going to contest the elections - and if he wins than no police officer of any rank, leave alone the STF, can dare to arrest him or even consider him a suspect, and which may well result in the STF being mere paper tigers.

Inspector Vikram is a failure of a police in life and tends to stick with the easy way. Appa is an encounter specialist who goes after the henchmen instead of the bosses, he has a wife Janki with whom they have a son. Const. Khaled is a happy-go-lucky cop. The three men's and the whole Crime branch's fate changes with the arrival of their new boss. DCP Hari arrives and realizes that the CBI are not serious and that the rules, regulations, and the very reason for joining the police force, have been thrown to the wind. With his girlfriend Kiran whom he'd promise he would marry on his mind, he does not first like the promotion to DCP and transfer to Mumbai, but later accepts it. He soon watches the brutality of the police (especially Appa) to the henchmen and orders them to be released. But during an encounter the henchmen kill Khaled, this awakens the fire trapped within Vikram. He decides to join Hari and help him clear the city starting with Yusuf Pathan. Appa soon joins them and soon headaches arises for Walia and his gang. During the climax Appa dies in a dramatic trap. Vikram and Hari get Walia, Manik,Hirachand and Roshni arrested and convicted for their crimes and then Mumbai is clean once again.

He applies for a position with the Police, but is turned down, even though he always makes it to the merit list. Finally he borrows 5 lakh rupees to bribe his way on the merit list, & soon his name is shown on the shortlist. Just before his selection, major differences crop up between Home Minister Dinkar Pandey and his dad, with the later threatening to expose the corruption within the State Ministry. Dinkar ensures that Ajay's name is dropped from the shortlist, and the money-lender sends his goons after him, giving him 3 days to come up with the money. A desperate Ajay decides to be part of the lucrative kidnapping scheme in Bihar, abducts a Government official and demands a ransom so that he can re-pay his loan. Unfortunately, this Government official was under the protection of underworld Don, Gaya Singh, who carries out his operation from prison. When it is discovered that Gaya is involved, the abduction goes awry, with Ajay being arrested by the police, held in a cell, where he is severely beaten and humiliated by Gaya Singh. Ajay is discharged from custody when no one identifies him. Ajay is enraged, frustrated with his life, and he decides to take kidnap another government official. This official was on the list to be kidnapped by Gaya Singh, under instructions from corrupt MLA Tabrez Alam. When Gaya finds out that Ajay is behind this kidnapping, he locates and decides to kill him, a tussle ensues which results in Gaya's death. Ajay then takes over from Gaya and is accepted with open arms by Tabrez and his men. What Ajay does not know is that Tabrez is a ruthless man, who has killed his very own nephew, the son of his brother, Usman Alam, when he became an informant for the police. When Ajay's popularity grows, he is invited by Dinkar to join forces with him, as everyone from a lowly Police Constable to the Home Minister gets a share in the ransom money. Ajay refuses, however, Tabrez is misinformed about this and thinks that Ajay is against him. Now Ajay finds himself alone, as even his father has forsaken him. The girl he hoped to marry, Megha, no longer cares for him, and the police want him dead or alive - that is if he can escape from the clutches of Usman and Tabrez first.

When Gaya finds out that Ajay is behind this kidnapping, he locates and decides to kill him, a tussle ensues which results in Gaya's death. Ajay then takes over from Gaya and is accepted with open arms by Tabrez and his men. What Ajay does not know is that Tabrez is a ruthless man, who has killed his very own nephew, the son of his brother, Usman Alam, when he became an informant for the police. When Ajay's popularity grows, he is invited by Dinkar to join forces with him, as everyone from a lowly Police Constable to the Home Minister gets a share in the ransom money. Ajay refuses, however, Tabrez is misinformed about this and thinks that Ajay is against him. Now Ajay finds himself alone, as even his father has forsaken him. The girl he hoped to marry, Megha, no longer cares for him, and the police want him dead or alive - that is if he can escape from the clutches of Usman and Tabrez first.
