Ominous signs are everywhere as a bookworm, in shorts, sneakers, and a backpack, walks down a sidewalk reading. A page of a newspaper blows into his face; it's overcast and begins to rain; a dog barks viciously. He boards a bus and sits in back, puts on headphones and continues reading, noticing a goldfish in water inside a knotted plastic bag beside him. The fish proves to be no ordinary one, especially when the bookish lad turns on his tape player. As the otherwise empty bus speeds through the rain, will our worm, armed only with his umbrella, survive? Is he a quick enough learner?

The invincible agent Cyril Juan Borguette alias W4C (Jan Kacer) has been assigned a mission to go to a hotel in Prague, get hold of a saltcellar with a plan for the military exploitation of Venus hidden in it, and hand it over to the beautiful agent Alice (Kveta Fialová). He will have to compete for the saltcellar with other agents working for the world's various greater and smaller powers. The head of the Prague counter-intelligence unit gets news of agent W4C's mission. Deficient in personnel, he nominates accountant Foustka (Jirà Sovák) as agent 13B. Mr Foustka takes his dog Pajda with him and the two head for the airport. Pajda helps him track down agent W4C in a classy hotel that becomes the battleground for the interests and plans of the secret agents from different countries, each trying to get hold of the precious saltcellar.

The song "Ribwort and Rosemary" by Ales Brabec (Ludek Sobota), a shy supply teacher of musical school, wins the music festival in Krumlov. The song interpreter Marcela (Helena Vondrácková) from a Prague Theatre in Underground realizes that such songs would be exactly what their theatre needs. Ales firstly hesitates, but finding out that his fiancée has just left him, he decides to grasp the chance and leave to Prague with Marcela. The theatre needs several songs to be ready for a new play, so Ales has all the possible conditions and comfort to compose, he falls in love with Marcela instead, staring vacantly and doing nothing. The theatre manager's wife, a student of psychology, is convinced that what Ales needs to compose good songs is not peace and silence, but fear.
