Based in Chennai, plainclothes police officer Pugazh slays Raka, a male wanted by Inter-pol, during the Shri Ganesh Visarjan. This news alerts his associates, some of who become alert, while others relieved, and Pugazh is instructed to proceed with his next target. The latter then meets with Janavi and both eventually fall in love. She then lets him speak with her wealthy Munich-based father, J.D., who instructs them to come home. Once there, he displays his disapproval for Pugazh. Unable to get close to his target, his stay is prolonged, prompting his mother to also travel there. And it is her arrival that will dramatically alter the entire situation - changing everyone's lives forever.

Student in a South Indian college Prabhu is elected as the student leader of the college. When the principal asks him to invite the Governor of the state, Ranjit Singh Rathore, to be the chief guest at the annual day function Prabhu meet up with Ranjit Singh's daughter, Shruti who happen to be the girl of his dreams. In order to captivate her attention Prabhu join Shruti's dancing class and is able to impress her thus both fall in love; due to fear of terrorism in the region Shruti is not allow to move without bodyguard. She decides to break this rule in order to run away with Prabhu to a dance festival in Chidambaram only to find life threaten by a bomb that is implanted in that region at that time. But she manages to elude this only to return home whereby her father objects to her relationship with Prabhu and on his behest Prabhu is arrested by the police and accused of planting the bomb in Chidambaram, torture and then later on release. Unknown to the general public Ranjit is involved with a dangerous bomb expert who is responsible for many bomb blasts in the region and Prabhu's life is under his threat as he has certain evidences that can incarcerate the duo.

On the way to Vikram she comes across the two thieves Kadir and Azhagu who are on the run from the police - having in tow country-girl Rajathi whom they kept from committing suicide and who then ran away from her ruthless uncle. After some attempts of cheating each other Chandralekha is making friends with the thieves. When she discovers that Vikram is stopping at nothing - especially not at dead bodies - on his hunt after the loot, she informs the three others about the real value of the code card. In the following pursuit between Vikram, the four heroes and a special police brigade which has to get back the money before a state crisis comes about, not only fierce action, but also love comes to its own.
