Ньюпорт, 2027 рік. Війна завершилася рік тому, але в місті знову лунають звуки вибуху самоходних мін. Тоді ж невідомі особи вбивають підполковника Мамуро, якого було підозрювано у хабарництві та незаконній торгівлі зброєю. В ході розслідування Дайске Арамакі з дев’ятого відділу Служби державної безпеки зустрічає кіборга і вправного хакера Мотоко Кусанаґі. Бато, співробітник Арамакі, припускає, що саме Кусанаґі відповідальна за теракти. За нею ведуть ретельне спостереження голова 501-го підрозділу Куруцу та агенти-кіборги.

It all started with a cyberbrain infection released by the terrorist "Fire Starter." An independent offensive unit led by Makoto Kusanagi entrusts the suppression of the situation to their ghosts and aims for their own justice. Below the surface of the incident, lies the "tin girl" Emma and the "scarecrow man" Burinda Junior. As Kusanagi deals with the incident, she draws near to what those two ghosts were seeking.
