Napoli 1911. Nella pensione stella vive Ciccillo che è mantenuto in città dal ricco zio Felice Sciosciammocca, sindaco di Roccasecca. Lo zio crede che il nipote abbia studiato medicina, sia psichiatra e gestisca una clinica. In realtà Ciccillo si è dato alla bella vita e al gioco. Così quando Felice con la famiglia decide di andare a trovarlo, Ciccillo non trova di meglio che far passare la pensione Stella per il suo manicomio e gli ospiti per pazzi.
