Розмірене життя простих людей з невеликого містечка в Російській імперії змінюється з початком Першої світової війни. Чоловіки йдуть на фронт, а в місті починають з’являтися полонені німці. Для більшості мешканців міста вони уособлюють собою зло. Разом з тим знаходяться люди, що розгледіли у вчорашньому ворогові не агресора, а жертву війни і людину, гідну співчуття і участі. Поступово городяни починають розуміти, що війна їм не потрібна.

Розмірене життя простих людей з невеликого містечка в Російській імперії змінюється з початком Першої світової війни. Чоловіки йдуть на фронт, а в місті починають з’являтися полонені німці. Для більшості мешканців міста вони уособлюють собою зло. Разом з тим знаходяться люди, що розгледіли у вчорашньому ворогові не агресора, а жертву війни і людину, гідну співчуття і участі. Фільм розповідає про придушення військами Центральної Ради більшовицького повстання на київському заводі «Арсенал». У радянському міфі повстання на «Арсеналі» є чи не ключовим епізодом у сюжеті більшовицького мучеництва в Україні. Утім, слід пам’ятати, що повстання було не так народним бунтом киян проти Центральної Ради, як виступом проти неї російських робітників, підбурених більшовиками, що змагалися за владу в Україні.
