Silsila is the "manager" of one traffic signal, that is he collects the "hafta" (protection tax) from each signal squatter plying his trade. There's Tsunami, a little scavenger boy, there's Rani - a Gujrati girl selling ethnic clothes on the sidewalk, and there's Dominic - a drug addict and the prostitute who feels for him. Then there's Silsila himself, who's an orphan, and reports to Jaffer bhai the local goon. Jaffer bhai in turn reports to Haji the leader of the local mafia. And the hafta, from each traffic signal and territory Haji controls, seeps upward to the politicians. Life is routine, until Silsila and Jaffer bhai get caught up in a chain of events which threatens the very source of their livelihood - the traffic signal itself, and Silsila must either remain mute with fear or protest . . .

The three men's and the whole Crime branch's fate changes with the arrival of their new boss. DCP Hari arrives and realizes that the CBI are not serious and that the rules, regulations, and the very reason for joining the police force, have been thrown to the wind. With his girlfriend Kiran whom he'd promise he would marry on his mind, he does not first like the promotion to DCP and transfer to Mumbai, but later accepts it. He soon watches the brutality of the police (especially Appa) to the henchmen and orders them to be released. But during an encounter the henchmen kill Khaled, this awakens the fire trapped within Vikram. He decides to join Hari and help him clear the city starting with Yusuf Pathan. Appa soon joins them and soon headaches arises for Walia and his gang. During the climax Appa dies in a dramatic trap. Sunny goes to meet Ragini to understand her role better. But the meeting turns out violent. On one hand Ragini's doctor tries to solve the mystery and on the other hand shooting starts with unexplainable events. Junior artists get killed one by one. The people who had migrated from Tirunelveli District of Tamil Nadu live in Dharavi slum in Mumbai. The Union Minister Haridev Abhayankar alias Hari Dada (Nana Patekar), previously a gangster, tries to evict people and seize the land of Dharavi. He comes up with a plan of promising furnished homes to people through a Government scheme with the help of Vishnu Bhai (Sampath Raj). But Karikaalan alias Kaala (Rajinikanth), the leader of Dharavi, stands in his way to protect the area. Zareena, ex-girlfriend of Kaala, returns from Africa as the head of an NGO to improve the living standards in Dharavi. Hari Dada's failed attempts to kill Kaala in order to take control over the area leads to the death of Kaala's wife (Easwari Rao) and elder son Selvam (Dileepan). Kaala encourages people of Dharavi to protest in spite of Hari Dada constantly creating problems for them. How Kaala protected the area against the will of the powerful politician to seize it forms the rest of the story.Written by
