60-і роки XX століття. «Місто Бога» - квартал в Ріо-де-Жанейро, де живуть головні герої - 8-річний Ракета, такий, що мріє стати фотографом, і його одноліток Дадінью. Дадінью бере участь в озброєному пограбуванні, організованому гангстером Кабалейрой, що живе по сусідству; з відома Кабалейри він здійснює своє перше вбивство. 70-і роки.
